Constitution of the Hmong Association of Engineers
Preamble
We the members of the Hmong Association of Engineers, in order to insure integrity and commitment towards the mission of the organization, do ordain and hereby establish this constitution for decorum proceeding all rules and regulations within the Hmong Association of Engineers.

Article I: Name
                The name of this organization shall be known as The Hmong Association of Engineers or HAE.

Article II: Mission
                It shall be the mission of HAE to help Hmong engineering students and other first generation college students towards their engineering degrees, prepare its members for a professional career, and contribute to the diversity of the UW and any other campuses by educating others about the Hmong.

Article III: Membership
                Membership is open to any university student either pursuing or interested in pursuing an engineering degree or interested in learning more about engineering.

Article IV: Elections
Section A:
                Each member in good standing shall be eligible to vote.

Section B:
                Elections of officers shall be held either at the end of a semester or the start of the following semester. If an election shall be held at the end of a semester, at least a two week notice shall be given before the election meeting. If an election shall be held at the start of the following semester, the previous officers must hand over their powers to the current officers immediately after notification of the election results.

Section C:
Nominations shall be initiated to current officers and must be accepted or declared before elections.

Section D:
                In order to be eligible to run for an officer position a member must be considered an active member proportional to the position he/she is running for. A member running for a position must accept a nomination, or declare the position that he/she will be running for before the election begins. No member shall be able to run for more than one position.
               
Section E:
                Every member running for a position must be present during elections or inform a current officer of their absence else they shall be taken off the ballot. Every member must give a statement stating why they wish to run for their designated position.

Article V: Officers
Section A:
The Hmong Association of Engineers shall have a President, Internal Vice President, External Vice President, Treasurer, Secretary, Social/Volunteer Chair, Webmaster, Representatives and any other position deemed necessary to carry out the mission of HAE. These officers shall comprise the Executive Board.

Section B:
                All officers must be active members of the Hmong Association of Engineers.

Section C:
                Any vacancy which may occur in an officer position shall be filled by appointment of the President after a discussion with the Executive Board and pending ratification until the next general meeting.

Section D:
                The term of office shall consist of an academic semester, after which elections must be held.

Section E:
Any officer may be removed from office by a two-thirds vote of the Executive Board.  Any officer removed may appeal to the general membership.  Said officer shall be considered reinstated with two-thirds approval of the members.

Article VI: Duties of the Officers
All Duties of Officers include but are not limited to:

Section A: The President

  1. The President shall be the Chief Executive Officer
  2. Vacancies in position shall be filled by appointment of the President
  3. The President shall promote the mission of HAE
  4. The President shall delegate and coordinate all officers
  5. The President, with approval of the executive board, directs the budget
  6. The President shall be responsible for communicating with the university as well as provide university funding for HAE
  7. The President shall run general/officer meetings.
  8. The President shall help the vice Presidents in coordinating programs.

Section B: The Internal Vice President

  1. The Internal Vice President shall be responsible for providing network opportunities for members and other organizations.
  2. The Internal Vice President shall coordinate all programs along with the Social/Volunteer Chair.
  3. The Internal Vice President and the External Vice President shall assume the tasks of the President should the President be absent.

Section C: The External Vice President

  1. The External Vice President shall be responsible for organizing industry visits, scheduling guest speakers, recruiter presentations, and joint events with other organizations.
  2. The External Vice President shall be responsible for sponsorship and scholarship opportunities from companies.
  3. The External Vice President and the Internal Vice President shall assume the takes of the President should the President be absent.

Section D: The Treasurer

  1. The Treasurer shall be responsible for planning the budget for every HAE event.
  2. The Treasurer shall be responsible for updating the Executive board about the HAE financial status.
  3. The Treasurer shall be responsible for the finances of HAE including balancing checkbooks, and depositing checks.
  4. The Treasurer shall be responsible for communicating with the SLC and filing event forms prior to events.

Section E: The Secretary

  1. The Secretary shall be in charge of taking notes during each officer meeting as well as distributing the minutes and announcements.
  2. The Secretary shall be responsible for editing proposals, creating a semester agenda, keeping tracks of events and attendance.

Section F: The Social/Volunteer Chair

  1. The Social/Volunteer Chair can be designated to two persons shall the need arise.
  2. The Social/Volunteer Chair shall be in charge of organizing social events and volunteering events.
  3. The Social/Volunteer Chair along with the Internal Vice President shall be responsible for coordinating programs within HAE.

Section G: The Webmaster

  1. The Webmaster shall be responsible for updating the HAE website including schedules and announcements.

Section H: The Representatives

  1. The Representatives shall be responsible for communicating and getting his/her designated class involved with HAE.
  2. The Representatives shall represent the need of his/her class.

Article VII: Meetings
Section A: General Meetings

  1. General Meetings shall be held regularly and posted on the HAE website at least 2 weeks in advance.
  2. Meeting Agendas shall be distributed at the beginning of each meeting.
  3. The President shall be responsible for running the meeting.

Section B: Officer Meetings

    • Officer Meetings shall be held regularly and posted on the HAE website
