Representative Projects

• Fox River (WI) Water Pollution Control Center - General Project Manager for major upgrade to 50 mgd hydraulic capacity, new headworks and pretreatment, expanded primary clarification, upgraded activated sludge, new sand filtration, upgraded disinfection, upgraded biosolids handling, unique monthly effluent limitations negotiated with DNR support wet weather primary clarification/blending concept which saved $20 million in construction cost.
• Morgantown (WV) Utility Board - Project Manager for planning phase of projected $76 million CSO abatement project. Extensive analysis of area waterway quality and wet weather impacts. Process evaluations and modeling for wastewater treatment plant improvements.
• Parkersburg (WV) Utility Board - Extensive troubleshooting of non-performing WWTP constructed in mid-1980s. Major upgrade to 33 mgd hydraulic capacity at regional WWTP. Project Manager for predesign of $70 million SSO abatement project, incorporating major new conveyance and satellite peak treatment facilities.
• Charleston (WV) Sanitary Board - Consultant team leader for planning phase of projected $250 million CSO abatement project. Extensive analysis of water quality and potential wet weather impacts on two rivers and seven smaller streams.
• Wheaton Sanitary District (IL) WWTP - hydraulic expansion to 30 mgd, new sand filter facilities, unique peak flow system using primary effluent filtration and "blending" concepts.

Summary

I am interested in planning, design and commissioning of water and wastewater engineering projects, focusing on selecting affordable and sustainable solutions to protect water and environmental resources. I emphasize the importance of data collection programs, pilot testing where appropriate, and evaluation of data to support design decisions. I believe that an additional significant component in providing affordable solutions is making the best use of existing facilities and incorporating them where possible into an effective upgraded system.

With respect to plant design, I promote a holistic materials-balance approach, considering the impacts of processes on other plant components, an understanding of the impacts of peak loading periods and their implications for design, effective plant hydraulic design, and process configuration and layout to facilitate meeting future capacity and treatment requirements.

I believe that public policy for water quality protection must focus on the effective use of financial resources and that goal attainability and related cost-benefit must be principal factors in establishing criteria and standards.
